Congress to Hold Legislative Hearing on 28 Active Bills Related to Food Safety, FDA

On April 29, the U.S. House Subcommittee on Health will hold a hearing to discuss 28 pieces of legislation currently sitting before Congress on issues related to food safety regulatory oversight and the U.S. Food and Drug Administration (FDA).

The bills to be discussed have been introduced by a range of legislators spanning the political aisle, and address issues like “Generally Recognized as Safe” (GRAS) determinations, food chemical safety reassessments, food labeling, infant formula and baby food safety, information-sharing between federal and state agencies, and additional FDA authorities for human foods oversight. Several pieces of legislation have been introduced in previous years.

Specifically, the bills that will be discussed at the Subcommittee on Health hearing, titled, Healthier America: Legislative Proposals on the Regulation and Oversight of Food, are:

  • House Resolution (HR) 4958, Grocery Reform and Safety Act (GRAS Act) (Introduced by Representative Pallone)
  • HR 7291, GRAS Oversight and Transparency Act (Rep. Lawler)
  • HR ____, Draft FDA Review and Evaluation for Safe, Healthy and Affordable Foods Act of 2026 (Rep. Cammack)
  • HR 4306, Food Chemical Reassessment Act of 2025 (Rep. Schakowsky)
  • HR 8385, Food Labeling Modernization Act of 2026 (Rep. Pallone)
  • HR 8429, Baby Food Safety Act of 2026 (Rep. Krishnamoorthi)
  • HR 7867, Infant Formula Safety Modernization Act of 2026 (Reps. DeLauro and Van Drew)
  • HR 4725, Transparency, Readability, Understandability, Truth, and Helpfulness in Labeling Act (TRUTH in Labeling Act) (Rep. Schakowsky)
  • HR 2472, Improving Newborns’ Food and Nutrition Testing Safety Act of 2025 (INFANTS Act) (Rep. Sykes)
  • HR 2511, Sarah Katz Caffeine Safety Act (Reps. Menendez and Smith-NJ)
  • HR 5882, No Tricks on Treat Act of 2025 (Reps. Jacobs and Luna)
  • HR 8370, Dietary Supplement Listing Act of 2026 (Rep. Dexter)
  • HR 8430, Federal and State Food Safety Information Sharing Act (Reps. Ross and Rulli)
  • HR 3722, Do or Dye Act (Reps. Luna and Meng)
  • HR 5027, Ban Harmful Food Dyes Act (Rep. Meng)
  • HR 1394, Codifying Useful Regulatory Definitions Act (CURD Act) (Reps. Steil and Costa)
  • HR 1178, Alpha-gal Allergen Inclusion Act (Reps. Van Drew and Davis)
  • HR 2162, Honey Integrity Act (Reps. Steube and Panetta)
  • HR 4987, Food Date Labeling Act of 2025 (Reps. Pingree and Newhouse)
  • HR 5832, Requiring Ethical and Accurate Labeling of Lab-grown Meats Act (REAL Meats Act) (Rep. Williams-TX)
  • HR 7366, Dietary Supplement Regulatory Uniformity Act (Rep. Langworthy)
  • HR 2615, Stephen Hacala Poppy Seed Safety Act (Reps. Womack and DeLauro)
  • HR 3324, Safer Shrimp Imports Act (Reps. Ezell and Carter)
  • HR 933, Defending Domestic Orange Juice Production Act of 2025 (Reps. Franklin and Wasserman Schultz)
  • HR 8414, Defending Against Imitations and Replacements of Yogurt, Milk, and Cheese to Promote Regular Intake of Dairy Everyday Act (DAIRY PRIDE Act) (Rep. Joyce)
  • HR 8431, Third-Party Certification and Inspection Modernization Act of 2026 (Reps. Ross and Rulli)
  • HR 8412, No False Formula Act (Rep. Jacobs)
  • HR 8432, To provide FDA the needed authorities to carry out its regulatory mission with respect to human foods, to provide additional resources and authorities with respect to human foods research, and for other purposes. (Rep. DeGette).

The hearing was called by Congressman Brett Guthrie (KY-02), Chairman of the House Committee on Energy and Commerce, and Congressman Morgan Griffith (VA-09), Chairman of the Subcommittee on Health. “FDA is playing a key role in cracking down on the chronic disease epidemic, and we look forward to working together to help make Americans healthier,” said Reps. Guthrie and Griffith.

The hearing will take place at 2:00 P.M. ET on April 29 and will be livestreamed at energycommerce.house.gov.
