Mississippi Bans Cell-Cultured Milk Products, Sets Label Restrictions for Alternative ‘Meat’ Products

Mississippi Governor Tate Reeves has signed into law House Bill 1153 (HB 1153), which bans the sale of milk products produced through cell-culturing. HB 1153 also sets forth labeling requirements for alternative protein products.

Specifically, the legislation amends the Mississippi Code of 1972 to:

  1. Determine a food product to be “misbranded” as a meat product if it is a “manufactured protein product” (defined as a cell-based protein, insect protein, or plant-based protein) or contains a manufactured protein ingredient (in more than trace amounts). A food product is not considered misbranded if the label displays a conspicuous and prominent qualifying term in close proximity to any use of the term “meat.”
  2. Ban cell-cultured dairy products from being manufactured, sold, or offered for sale in Mississippi. Violators may be fined up to $500 per day per infraction, not to exceed $10,000 total.

The act comes into force on July 1, 2026.
