China Passes Amendments That Strengthen Food Safety Law

Chinese legislature has passed amendments to the national Food Safety Law, which sets forth provisions that ensure food safety and safeguard public health and safety, per Reuters.
First established in 2009, the law covers food safety monitoring and risk assessment, food safety standards, inspection standards, imports and exports of food products, addressing food safety non-compliances, and other concerns related to food safety. It has been revised in 2015, 2018, 2021, and now, in 2025.
The newly passed amendments introduce a licensing system for the road transport of bulk liquid foods, designed to verify that operators are compliant, employ trained personnel, and utilize containers that meet food safety standards. The law now imposes harsher penalties (including monetary fines) for illegally transporting liquid food, including the transport of food without a permit. These changes are intended to address the use of tanker trucks for transporting both chemical liquids and liquid and food products, without adequate cleaning between shipments.
Additionally, the amendments now require liquid infant formula manufacturers to follow the same formulations and processes as powdered infant formula, by placing liquid formula under the same registration as its powdered counterpart.
The amendments come into effect December 1, 2025.
