Australia, New Zealand Consider Modernized Standards for Toddler Milk

Food Standards Australia New Zealand (FSANZ) is calling for comment on a proposal to develop a modernized regulatory framework for young child formula, commonly referred to as “toddler milk.”
The proposal considers whether the Australia New Zealand Food Standards Code should be updated to ensure regulatory requirements for young child formula remain fit-for-purpose and reflect their intended role as a special purpose food.
Because young child formulas are widely marketed for use in young children’s diets, FSANZ seeks to ensure the current regulatory framework continues to reflect their role as a supplementary product.
According to FSANZ, assessments to date indicate there is a need for greater regulatory clarity to ensure product composition, labeling, and representation are consistent with the intended purpose of young child formula as a special-purpose food. FSANZ has considered the role of these products, the available scientific evidence, and regulatory approaches in other jurisdictions.
FSANZ is proposing a “clearer and more targeted framework,” said FSANZ CEO Sandra Cuthbert, J.D., which includes revised compositional requirements and strengthened labeling measures to support safe use, improve consumer information, and reduce the potential for confusion.
Interested stakeholders are encouraged to submit comments on the proposal to inform next steps, including whether the proposal progresses to draft regulatory measures. Submit comments via the FSANZ Consultation Hub through July 7, 2026.
